Library Guide: Borrowing, Reserving, Returning Materials and Information about Services

The library is a place which offers information to visitors through various reference materials.

Creating a Library Card

Please fill out an application form, and submit it to the library counter along with a document proving your name, current address and date of birth (driver's license, health insurance card, student identification card, etc.).

  • The library cards are valid for five years. Card renewals are allowed beginning three months before your birthday on the fifth year.
  • Please notify the library if you lose your library card, or change your address,etc..
  • The library card can be used at any Chiba City or Public Center library.
  • You can apply for a card even if you live outside of the city boundaries, if you work or attend school in Chiba City. Please bring a document of proof upon applying (employee or student identification card).

Borrowing Materials

Please bring your library card and the material(s) you wish to rent to the library counter.

  • You must be of junior high school age or older to rent videos, DVDs, CDs, and cassette tapes.
  • Some materials are not available for borrowing, including the newest issues of magazines and certain reference books.
  • The "maximum number" refers the total number of materials which can be borrowed at Chiba City and public center libraries.
  • Please handle the materials with care. If the library materials are lost or damaged, you will be liable for the replacement cost, so please handle the materials with care.

Reserving Materials

If you cannot find the material you are looking for on the bookshelves, please use the reservation service.

※AV materials (DVDs, CDs, etc.), magazines, and picture-story shows can only be reserved for materials in the collection.
※「Out-of-town users cannot reserve books that are not in the library, nor can they make reservations via the Internet or telephone.

How to make a reservation

  • Making reservations at the library

Please fill in the necessary items on the "reservation card" and apply at the counter of each library. "Reservation cards" are available at each library.

Reservations can also be made at the search machine in the library.

  • Making reservations by phone

Each library also accepts applications by phone. We accept up to 3 requests at a time.

Please contact us by phone if you are in a hurry, for example if you need the reservation for the same day.

    • Making reservations online

You can make reservations on the Internet for materials held by the Chiba City Library

that are eligible for lending.

To make a reservation online, you need to register your library card and password.

Materials that can be reserved

  • Limited to items that are eligible for loan among the materials held by the Chiba City Library. In the advanced search of the Internet, the "Add to Reservation Cart" button is displayed on the screen for items that can be reserved.
  • For materials not held by the Chiba City Library, please reserve them at the library counter or by phone. (Limited to city users)

Materials that cannot be reserved

  • Materials that can only be read in the library, such as reference books (dictionary yearbooks, etc.) and local materials
  • Latest issue of magazine
  • Materials currently on loan
  • Materials already reserved

Returning Materials

Please return materials to the library counters.
You can return the materials to any of the Chiba City and Public Center libraries. (Limited to materials owned by the city library system).

  • You do not need a library card for returns.
  • If you wish to return materials outside of the library operating hours, please use the drop-off boxes (book posts) where they are available.
  • You cannot use the drop-off boxes for videos, DVDs, CDs, cassette tapes, and picture card shows because they could be damaged.
    Also, please refrain from returning materials borrowed from libraries other than Chiba City to the drop-off box.
  • You are allowed one extended borrowing period for books if no one else has 
    reserved it. However, the return period cannot be extended for materials ordered from libraries of other municipalities within the prefecture.
    Also, videos, DVDs, CDs, and cassette tapes cannot be extended.
  • The extension period will be 2 weeks beginning on the day you apply for an extension.
    However, if the due date has already passed, the extension will be for 2 weeks beginning on the original due date.
  • If you return it late, you will not be able to borrow or reserve it.

When looking for materials...

You can search for information about the collection of materials by "book title", "author", etc. using the library search machine or the Internet (computer/mobile phone).

If the material you are looking for is not in the library...

Please fill in the "reservation card" and apply. We will contact you when the materials are ready.
Regarding reserved materials, if a visitor has the materials before the reservation work is completed, the visitor's use will be prioritized. Please note that even if it shows that the required item is in stock at the time of reservation, the library may still be waiting for the item to be returned.

  • Reservations for videos, DVDs, CDs, and cassette tapes are accepted only for materials held by the Chiba City Library. Junior high school students and older can make reservations.
  • If you live in Chiba City (including those who work or study), we will do our best to meet your requests, such as borrowing books that are not in our library from other libraries. In addition, by registering a password, you can make a reservation for the materials in the library by yourself using the material search machine in the library or the Internet. (For details, please ask the staff.)

Using services that require password registration (from personal computers and cellular phones)

You can check your own usage status and extend the loan period using the Internet (computer/mobile phone), library search machine, and automatic telephone voice response. In addition, those who live in Chiba City (including those who work or study) can reserve and refer to materials.

  • To register, you need a user card and something that can be used to verify your identity.
    Please ask at the counter.

Please ask a staff member at the library counter to help search for materials or information.

Making Copies

We allow the photocopying of library materials within the limits of copyright law.
We provide copy machines for a charge. Please ask at the counter.

CD and DVD Usage in the Library

You can listen to the CD at the library which owns it. You can also watch DVDs at the Central Library. Please ask at the counter.

Come to our Reading Events

For children, we regularly read picture books and talk about them.

Paid home delivery service

We offer a home delivery service (charged) that allows you to receive reserved materials at your home or place of work without visiting the library.

For people with physical disabilities

For those with physical disabilities who are unable to come directly to the library, we offer a loan service (free of charge) that delivers desired materials to their homes by courier or mail.

We also offer a face-to-face transliteration service for visually impaired people.

*Depending on the library, some services may not be available, so please ask the library you use for specific details.
